The hand shower means the bath can be filled and then rinsed out, or used for washing hair, without a second outlet. A floor mounted filler is plumbed up through the floor at a fixed point, so the bath position has to be final before the slab or the sheeting is closed, and the spout has to sit far enough off the tub to clear the rim.
